The survey seems to have been conducted only in England, Scotland and Wales, places where they drive on the wrong side of the road and insist on inserting unnecessary letters in words (e.g., "favourite"). The results may not generalize. In most of the US, "the data" is singular or plural according to the whim of the speaker. (In Washington D.C. the term is not used, since that is a data-free zone.) In Germany, I suspect it depends on the gender of the noun.
